The Maryland Department of Transportation (MDOT) is proposing the following overall Disadvantaged Business Enterprise (DBE) Program Goals for MDOT Maryland Aviation Administration (MDOT MAA) and MDOT Maryland Transit Administration (MDOT MTA) for Federal Fiscal Years (FFYs) 2020-2022:

MDOT MAA: 27.5% (pending approval from Federal Aviation Administration (FAA)
MDOT MTA: 30.38% (pending approval from Federal Transit Administration (FTA)

Personal Net Worth Cap for Certified MBE Firms Increases Effective January 1, 2024


Online Applications

The Office of Minority Business Enterprise (OMBE) offers an online application process. Applicants may visit the MBE online application portal at https://marylandmdbe.mdbecert.com/ to complete a company profile and upload all supporting documents. Applicants who complete the online application process will receive a correspondence that confirms receipt of their information immediately after submission of all required documents, and subsequent email correspondences if additional information or corrections are required. The OMBE will continue to accept paper submissions, and applicants are welcome to hand deliver or mail their information to the address listed above.
