The Maryland Department of Transportation (MDOT) is committed to leveraging state-owned land to foster Transit-Oriented Development (TOD) through its Joint Development Program. This program will build vibrant, mixed-use communities that will bring more housing (including affordable housing options), jobs, retail, public amenities and entertainment within a short distance of transit stations that support the State’s broader housing, transportation, and economic development goals.
The Joint Development Program is guided by the following key goals and objectives:
MDOT’s Office of Real Estate and Economic Development (ORED), the TOD lead for MDOT, has developed a Joint Development Policy which provides clear direction to the private sector and other stakeholders on how MDOT will seek to execute Joint Development in the pursuit of TOD. This Policy clearly lays out MDOT’s principles and processes for preparing its sites for development, soliciting qualified development partners, striking development agreements and engaging state and local stakeholders. The Policy also outlines MDOT's unsolicited Joint Development process. This Policy sends a clear and strong signal to the development community that MDOT is ready to partner in implementing impactful Transit-Oriented Development on its sites.
