1. Yes, the State of Maryland has a Small Business Reserve Program. This program requires that seventy-four participating State agencies, including all MDOT modal administrations, structure their procurement processes so that at least 15 percent of their total procurement dollars are spent with qualified small businesses.

The Maryland Department of General Services (DGS) has established an online, self-certification process that began on September 15, 2004 and can be accessed at https://procurement.maryland.gov. The qualifications to be certified as a small business can be found at https://dgs.maryland.gov/Pages/SmallBusiness/Small-Business-FAQ.aspx

The overall goal of the program is to increase economic opportunities for small businesses. Once a solicitation has been designated as a Small Business Reserve Program procurement, only bids or proposals from certified small businesses will be accepted. Therefore, a business will compete with its peers for these awards.

As of October 1, 2019, delegated procurements under the control agencies of the Departments of General Services, Budget and Management, and Information Technology move under the delegated control of the Department of General Services Office of State Procurement (DGS OSP). The Departments of Budget and Management (DBM) and Information Technology (DoIT) are no longer primary procurement units. Policies and procedures established by the control agencies will not change immediately; however, all procurement functions now go through the Office of State Procurement (OSP) rather than the individual departments.

All MDOT Architectural/Engineering (A/E) projects are pursued on a Qualification-Based Selection (QBS) Projects over $200,000 are procured in accordance with COMAR Title 21 Subtitle 12 Procurement of Architectural Services. and the Internal Guidelines promulgated by MDOT.
