Bowie State MARC Station: Joint Development Opportunity

MDOT is seeking a qualified joint development partner to lead the master planning efforts and redevelop approximately 4.63 acres of underutilized state-owned land at the Bowie State MARC Station for transit-oriented development to achieve the following goals and objectives:

  • Increase Transit Ridership and Reduce Single Occupancy Vehicle Miles Travelled;
  • Increase Housing Supply (Including Affordable Housing) and Jobs;
  • Maximize the Return on the State’s Transportation Infrastructure Investments;
  • Support Long-Term Economic Development and Revenue Goals;
  • Improve Transit Facilities;
  • Enhance Station Access and Connectivity; and
  • Support Local Development Goals and Community Needs.

In parallel with master planning phase, the selected developer will advance the design and delivery of a Phase 1 Joint Development opportunity on an identified underutilized parking lot which will be focused on affordable or mixed-income housing. This initial phase within the development will support Governor Moore’s State Plan to increase affordable housing supply and to mitigate the State’s current housing shortage.

To support this work, MDOT has budgeted $1.5 million to advance the master planning phase for the site and associated public infrastructure. This investment reflects a strong commitment by the State and is intended to be leveraged by the selected development team to drive the planning process forward. Key infrastructure elements will include an extended MARC platform, a new pedestrian bridge connecting the site to the Bowie State University campus and improved bike and pedestrian circulation throughout the area.

The Bowie State MARC Station Joint Development project is a priority initiative under MDOT’s Transit-Oriented Development Program and builds upon the vision outlined in the 2024 MARC Penn Line TOD Strategy. MDOT is advancing the project in partnership with the Revenue Authority of Prince George’s County and Bowie State University. The partnership is supported by a Memorandum of Understanding executed in October 2024, which outlines a coordinated approach to developing the area surrounding the Bowie State MARC Station, including Bowie State University and a 93-acre site owned by the Revenue Authority. By leveraging State-owned land, the partnership aims to catalyze transit-oriented development and unlock the full potential of the growing university.
